ÖZET
Yazılım projelerinde iki önemli sorun gözlenmektedir. Bunlardan biri; yazılım geliştirme işinin zamanında ve istenilen kalitede yapılamaması, ikincisi ise zamanında ve istenilen kalitede yapılan işin kurum tarafından başarıyla idame ettirilememesidir. Her iki sorunun temelinde yazılım geliştirmedeki, analiz, tasarım, kodlama, test, dokümantasyon, uygulama ve bakım süreçlerindeki zorluklar yatmaktadır.
Hem yazılım geliştirme sürecindeki sorunları giderecek hem de bakım sürecini kolaylaştıracak bir yazılım geliştirme platformunun bu sorunların çözümüne çok önemli katkı sağlayacağı değerlendirilmektedir.
Kullanılan yazılım geliştirme platformu yazılım geliştirme projelerinin başarılı olmasına direk etki etmektedir. Minumum kodlama ile web bazlı yazılım geliştirme platform tercihi gerek proje geliştirme safhasında gerekse proje uygulama safhasında hem proje yönetimini hem de kurum personeli pek çok sorundan izole edecektir. Böylesi bir altyapı, projeyi gerçekleştiren yüklenicinin daha hızlı, daha kolay ve daha güvenli geliştirme yapabilmesine, projeyi teslim alan kurumun da projeyi yükleniciye bağımlı kalmadan başarıyla idame ettirebilmesine olanak sağlayacaktır.
Web bazlı geliştirme platformları günümüzde hızla gelişmektedir. Sağladığı avantajlarla da hızla pazarda yerini almaktadır. Bu platformlara hem yazılım geliştirici yazılım firmaları hem de yazılım projelerini yöneten ve uygulamaya alan kurumlar gereken önemi göstermeye başlamıştır. Ülkemizde NETIGMA Yazılım Geliştirme Platformu bütün özellikleri sağlayan bir ürün olarak dikkat çekmektedir. Hem kurumlarda gerçekleştirilen projelerde yaygın olarak kullanılmakta, hem de yazılım firmalarınca geliştirilen ürünler için platform olarak tercih edilmektedir.
Bu bildiride yazılım geliştirme sürecinde yaşanan temel sorunlar anlatılmakta ve bu sorunlara çözüm sağlayan web bazlı yazılım geliştirme platformu olarak NETCAD tarafından tasarlanıp geliştirilen NETIGMA web bazlı yazılım geliştirme platformu tanıtılmaktadır.

ABSTRACT
It is observed two major problems in software projects. Project on time and the lack of desired quality is the first important problem. The second major problem is not the organization's maintenance work successfully. The difficulties of the analysis, design, coding, testing, documentation and implementation software development process lies on the basis of both problems
Both will resolve the problems in the software development process as well as to facilitate the maintenance process of a software development platform will provide an important contribution to the solution of this problem are considered.
Software development platform directly effects on the success of software development projects. A web-based software development platform with minimum coding will eliminate many problems experienced by the project management as well as corporate staff during the implementation and development stages of the project. Such a structure enables the contractor to develop and perform faster, easier and more secure and enables the related institution successfully sustain the project without depending on the contractor.
Web-based development platform has been rapidly developing and taking its place within the market as a result of its advantages. Software developers and institutions who manage and implement software projects have started to pays a lot of importance to these platforms. NETIGMA Software Development Platform is a noteworthy product that provides all these features. NETIGMA is widely used in projects carried out in institutions. It is also preferred to be used as a platform for products developed by software companies.
This paper describes the main problems encountering during software development process and introduce NETIGMA, a web-based software development platform designed and developed by NETCAD, to be a solution to these problems.
